supply chain issues that we could see impacts on the u.s. economy as a result of the supply chain issues? >> we want to get a little more fidelity on how disruptive it can be. we are not talking about a single point of failure that is the only possible place to get through or even something that is as impactful as some of the issues that are affected or the panama canal for example. this does not automatically mean that a trip to the east coast has to be substituted with a trip to the west coast which would be much more of a cost impact. it can probably be accommodated up and down the east coast but the effect will not be trivial. >> thank you. mr. secretary, you said you had received a request for emergency funding from the maryland breeds. can you tell us what that number was? >> those don't necessarily include a full estimate of the cost what they do make it possible through what's called the quick release authority for us to start getting dollars out. i was just notified that this is coming in as i was stepping out

here so i don't have more details than that right now. >> just speaking about economic impact, each day that the port to shut down, what is the economic impact? >> last i checked, there is between $10,200,000,000 of value that comes through that port every day. about $2 million in wages that are at stake every day and that's one of the areas we are most concerned about. it's one thing for a container or a vehicle or a sugar shipment to be absorbed or accommodated somewhere else but these longshore workers, if goods are not moving, they are not working. right now there is work taking place even inside of that bridge because of the work that has to be done to off-load some of the vehicles that are stuck there and get that back onto surface transportation to get to the other site. there are likely working right now but that work will not last

long and that's a main area of concern. >> thank you very much. when you look at cfr, the code of federal regulations, you earlier talked about how you inspect these vehicles. the coast guard inspect these vehicles. is it on a regular basis to see if all of those items are being followed or do you do spot checks? >> pretty thorough. every ship that comes to the united states port has to report to the coast guard and customs and border protection 96 hours in advance. what we do then is look at cargo, look at the vessel history, look at the individuals on board and we will put them through a risk matrix to determine based on their past history and another set of factors on whether we should board and inspect or not. it's a pretty thorough process. >> vice admiral and

mr. secretary, when does cleanup begin? we are hearing after the first stage of rescue and recovery and the question is at once cleanup starts, will there be one channel to come through? because this port, not just for baltimore, but for the country to include the midwest with the farming equipment that goes on the csx line that is right there and also how are you going to push back to republicans that don't want anything to come through from this biden administration when the president says he wants to pay for everything. >> i will take the ladder and leave it to you on the channel. [laughter] infrastructure is or at least ought to be a bipartisan priority. i know that partisanship has gotten in the way of some important functions and expenditures. but i would also note that the infrastructure package that was

passed is known as the bipartisan infrastructure law for a reason. some, not all, republicans cross the aisle to work with president biden and work with democrats and get this done. it's our hope that the same spirit will prevail here and i would remind any monomer who might find themselves on the fence when this -- when any request that might come through materialize today it's happening and baltimore and tomorrow it could be your district but tomorrow we need to stand to get at their red, blue, and purple to get this done. >> in terms of the debris assessment removal, the army corps of engineers under general spellman are being aggressive and mobilizing equipment to begin underwater surveys and necessary actions in order to understand what they are facing in terms of challenges with not just the debris on the surface but underwater. they can give you an idea on

what the assessment looks like. >> there is a process for cleanup and possibly opening a channel already underway because you are assessing what is going on down below? >> the coast guard incident commander and general spellman for the army corps are very tightly linked and coordinating on the necessary actions to do this. not waiting in order to begin this process. we do need to be sensitive because the state of maryland is conducting the body recovery operations in and around the same area where debris assessment removal needs to take place but in terms of those details, the army corps is the best answer. >> mr. secretary or vice admiral. what kind of changes could this mean to the operations on ports? tug escorts going through bridges like this? and would it make a difference? >> for us again, it's too soon to speculate any design feature would make a difference but

that's the type of thing the ntsb does and they do it well. at the end of their investigation they issue recommendations that often become part of policy, design, or even technology for the future and that's part of why we will be very interested in their work. >> thank you. could you tell is if you are seeing any impact on inflation? you said that bridge was not made to withstand such an impact but should it be reinforced in the past decades? >> again, i don't know how a bridge possibly could withstand the forces that were at play when this vessel about the same side as u.s. aircraft carrier struck the key support beam for that bridge. but we will, as always, learn from the ntsb investigation. what was the first big? >> the impact on inflation. >> too soon to say. this is a different ballpark from what we saw with the west coast issues in 2021. but that's part of what we hope

to gather you with more data on soon. the disinflation that we've seen has been the result of the work that the president led to smooth out supply chains so we see a clear result of supply chains and inflation but this is more specialized than what we saw in 2021. >> secretary buttigieg, have you or the president been able to reach the family members of the six victims or do you plan to try to contact them question work >> first of all, our hearts and thoughts are with them. i know right now they are shifting from yesterday where they were in the mode of hoping for news to today, facing the worst kind of news you possibly could. i can't speak to anybody else's conversations with them other than i know governor moore spent time speaking with them. >> for the vice admirable. you said earlier there is a process which the coast guard will keep track of ships involved in previous incidences and we know that the dali was

involved in a previous incident not similar to this but an incident nonetheless. was the ship on the radar for the coast guard in terms of keeping an eye on it and if not, a second follow-up question is if ships have already been at play for involved in incidents, what is the process involves coming into united states port? >> it is the same process for every ship. we get a notification 96 hours before arriving at an u.s. port. we do it investigation with customs and border protection, the history of the ships and other factors. cargo that they carry and so on and so forth to do a risk ranking and then make a determination about whether a local coast guard team and cbt participates as well appeared whether we should do a boarding and do a safety examination. in terms of the history of the ship, this one incident that has been discussed within the media,

we need to take that within context in terms of what may or may not have happened with a different crew on board, different situation, different pilots and so on and so forth. maybe not related to the vessel condition so to speak. in terms of our examination, this particular ship had a fairly good safety record. >> thank you so much. thank you so much guys. thank you. thank you. thank you guys. thank you so much vice anne burrell, thank you so much secretary buttigieg. i've a couple things at the top before we continue with everything. >> bret: we will break away right now and wrap up. we just heard from the white house briefing room the transportation secretary pete buttigieg there with the coast guard vice admiral peter gotti, the u.s. coast guard deputy, not about that accident

and what they know so far. the investigation with ntsb is ongoing. did talk about hazardous materials in the ship and around that area. they don't believe it is a major problem but they are in the process of cleaning that up as well and there are a lot of questions still remaining. number one, how long it will take to get back in action and that port up and running and number two, how much money it will cost u.s. taxpayers at all. >> gillian: and where that money will come from. still remains a question at this hour. i don't think we came any closer to getting an answer for one of the key questions which is about why the power went out on the ship. just an hour after it set off and why it took so long for that to be figured out. now they are resurrecting some of the wreckage they might get more information but nothing more was put forward on that by either of the officials at this briefing just now. that is still an outstanding key

question. >> bret: let's bring in william doyle former director of the maryland port of baltimore and current head of the dragon contractors of america. thank you for being here. i know you been listening to that from the white house. i want to get your thoughts about what might have potentially happen here. "the wall street journal" has this editorial on contaminated fuel. baltimore bridge cast investigators to investigate if dirty fuel played a role. the vessel went dead, no steering power, no electronics set an officer above the ship. one of the engines caught in stock. this know if you was everywhere and it was pitch black. what are your thoughts on that? >> i can't get into what happened on the ship. you have folks on that ship and that's exactly with the ntsb and the coast guard jointly look

into. what mechanically failed and to what extent it failed. i saw the same videos. i saw the lights go on and off on the vessel before the collision. that will come out. the ntsb is on board right now. i can't speculate and it wouldn't be fair for me to do so. >> gillian: what about, secretary buttigieg on this morning and on air in press conference reiterated to folks that this process of rebuilding this bridge is going to be very costly, nobody knows where that money's going to come from apparently and it also is going to take a lot of time. it might be true and it might be accurate to say all of this but is that the right message to convey to people who are grieving right now in maryland and folks who are worried about their commercial interests in the port? >> what i can say is this. a lot of things went on behind the scenes.

yesterday was dedicated to, and rightfully so, search and rescue. that is a term of legal and factual significance. any survivors out there need to be found and brought ashore. while that was going on, we didn't want to talk about economic matters or when will the port reopen. when will the bridge be rebuilt? what we did, in the case of my position as ceo for the dredging marine contractors of america, i got a call at 3:10 a.m. in the morning and i called all of the companies and got emails out who have maritime construction equipment, crane barges, deck barges, drudges, and assessed where are your assets right now and how quickly can you get them into the baltimore theater because we will have to excavate and remove all of the debris from the channel. now, that went on while the

search and rescue was going on and i will hand it to governor wes moore and pete buttigieg and the local fire to permit, police, and mayor. they were looking for survivors. we in the private sector were gathering our assets. we have assets in place and if you look at the video, you can see the vessels around the ship. have survey vessels right now based off of 1300 hours yesterday afternoon and they have detection and range. lidar and they are examining the whole of the ship. they are examining the channel. they are examining the wall of the channel and taking pictures of that to see now we can start moving the construction equipment in and get the bridges out of the way. that's what's going on and there are a lot of vessels in and around the area. 500-ton crane barges coming in on the weekend to remove the

structures from the channel. >> bret: it's amazing how much activity there is. crew ships were set to arrive after trips they were taking in recent days. william doyle, former executive director of the port of baltimore. we really appreciate it. >> thank you. >> gillian: thank you sir. for more on the impact that the bridge impact is likely to have and will have on business and trade, let's go to fox business is hillary vaughn who joined us from don doc maryland. hillary, what are you seeing and hearing on the ground right now? >> right now we are in the recovery and investigation phase. divers are trying to recover the bodies of those thrown into the water. as the bridge crumbled underneath them and they were covering the black box from the cargo ship and interviewing people on the ship trying to piece together what happened the moments before it collided with the bridge. the next step is a cleanup and rebuilding. trying to get the baltimore port open, the bridge to be cleanup and a new bridge rebuilt because

the people that live here depend on it. >> it is a $15 million a day just on the impact of maryland. we are losing that kind of money and we have been very, very concerned about our small and medium-size businesses that make their living off the port. that port generates so much money. over 140,000 jobs are indirectly related to the port. >> the problem is global. this port serves as a critical lifeline for the auto and coal industries. gm and ford rerouting cars and trucks and every other business that relies on this port is going to have to figure out how to reroute their products. secretary buttigieg said moments ago anywhere from 100 to $200 million worth of goods move through the sport daily. this void is going to be felt until the port is up and running again. >> we are talking about a port that is responsible for over

51 million tons of foreign cargo. that's the largest in the country. the port of baltimore is responsible for cars, heavy vehicles, agricultural equipment. the largest amount in the entire country so this is not just going to impact maryland, this is impacting a farmer in kentucky. it's an auto dealer in michigan. we need to get that bridge rebuilt and we have to get this port reopen. >> and you heard secretary buttigieg also say $2 million worth of wages a day are tied to this port. they are really tying to get the port back open for those wor workers. >> gillian: hillary vaughn just outside baltimore hardware there. thank you. >> bret: we are watching the white house briefing. we are waiting for reaction to rfk jr.'s campaign that has democrats pulling out all of the stops to try and stop his third-party bid. katie pavlich is here to talk about that. next. i was on a journey for a really long time to find some relief.

>> bret: as we mentioned, we are awaiting the white house response reaction. maybe the biting campaign reaction to the buzz surrounding rfk jr.'s independent presidential bid. that campaign setting president biden's allies in spin mode. they are worried. it was around this time yesterday when kennedy announced his running mate, 30-year-old tech entrepreneur nicole shanahan. that vp pick is allowing him to gain ballot access in a number of states across the country. he is only on one state officially so far. that is prompting the dnc to come up with a new game plan to go on the attack. >> this is a person with a tinfoil hat conspiracy theorist. it should not be taken seriously as a serious person. >> the only purpose of runner cavity running is to be a

spoiler. >> if people don't see rfk for what he actually is which is donald trond with a kennedy name slept on him. >> bret: we will get our reaction from katie pavlich but first a peter doocy from the one on the white house. what do they think of his running mate? >> they are trying to start a public narrative that better-known running mates did not want to join the kennedy ticket. >> he is selected because everyone else he asked said no and it is because we know she has written four or $5 million so far to support his efforts through third-party efforts. if you are i wanted to be on a vp ticket, we just need a 4 million or $5 million to give to rfk. >> they complained to the fec. they think his campaign is

coordinating and properly with the super pac helping him get on ballot to different places. it's over he's just the utah ballot but with a running mate he can start getting signatures for 23 more states. the dnc is adamant. rfk is going to throw the election for trump. but the trump people don't seem too jazzed with that talk. a trump campaign spokesman is saying he has no independent. rfk jr. is an aoc lever and opposes any human advancement preferring we all living caves by candlelight exct supports charging stations for your $150,000 electric car that can only drive a few miles before dying like his presidential campaign. they are claiming kennedy is a spoiler with no pass to the presidency himself but he does have something now that neither major party has at the moment. >> i was most importantly looking for a partner. who was a young person.

and nicole is only 38 years old. >> the dnc is really ramping up very personal criticism of kennedy and of shanahan. president biden has not personally said anything about either one of them. >> bret: it you don't expect a dime at karine jean-pierre to go down this road. i was shocked she went down the ronna mcdaniel road with nbc and the trials there the other day. >> i don't think they will touch this rfk thing from the white house podium but i do think when they are in private talking to president biden about things that could really mess up his reelection, they will be showing him a copy of the fox news poll from last nights that shows kennedy with 13% because again, some of these states are decided by 10,000, 11,000 votes. if he is pulling 13%, that will have a huge impact on the election.

he just has to get on the ballot first. >> bret: that is true. peter doocy live on the north line. peter, thanks. >> gillian: let's go ahead and bring in katie pavlich, townhall.com editor also a fox news contributor. thank you for being here in person. waiting through that press review with us. there's a bit of a kitchen sink aspect to the strategy that the dnc is using so far against rfk. they have filed this sec complaint. they are trying now very hard to prove that the trump campaign is actually financing rfk somehow. what do you make of this as a strategy? >> they are using a lot of different tactics here but they are all very surface level. you are not hearing them talk a lot about the substance for the platforms that they have put out for the kennedy campaign. if you listen yesterday to nicole shanahan in the think she was talking about in her introductory speech to the country, she talks a lot about why she left the democrat

party and how she use to identify with the issues they were pushing and now she no longer does. that's why democrats are so worried because they are pulling from disenfranchised democrats and it affects trump as well but in a much more minor way than it is affecting him on these issues. that's why you've seen the dnc suing, alleging this coordination between the super pac and the campaign. you see them trying to keep rfk jr. off of the ballots. that won't work. the qualify would signatures in places like michigan peer they will have the money to get onto those ballots. it's a huge problem for them especially in swing states where rfk jr. is pulling away more than 4% and of course democrats have a little ptsd from 2016 with the joe stein vote. >> bret: with this choice, with the vp choice, a lot of people, karl rove among them think it was all among money and the ability to get the money to get on these ballots. no offense to ms. shanahan. the bumper stickers pretty

attractive to irish catholic americans. kennedy shanahan. you saw the biting campaign in the white house bring the kennedys into the white house to have this big photo op and s, the kennedy vanity is with us on the steps outside. for st. patrick's day. you wonder what the purposes and with the goal is of the kennedy shanahan run. >> they said they want a different point of view. that 70% of the country wants someone different and they have the money, they have the drive, they have the ability to give people an alternative and you hurt him yesterday in his speech saying people are saying i'm a spoiler and i am. that's exactly the point. to give people a different perspective, a different point of view and they believe they can gain some traction. if you look at the history, he is the most popular independent candidate in the past 30 years. he is gaining more attention, getting more attention and

>> despite bumpy relationships with the u.s. and china right now, there were some smiles and handshakes in beijing. heads of some 20 big american companies like fedex meeting for 90 minutes with chinese president xi jinping. he called for closer trade ties and the ceos were looking for things like transparency, predictability, protection of intellectual property. the chinese economy is not great cheap these days with foreign investment slinking. troubles in the housing market, waking domestic assumption. this as the biden administration is showing no sign of backing off tough measures against chinese imports put in place by over president trump even though bilateral meetings are ramping up, president biden and president xi last got together in san francisco. the political differences are getting in the way of these two countries making nice. the issues about taiwan and the militant expansion by china in the south china sea. but at least for the moment, it

was. back to. >> bret: thank you. >> gillian: let's bring in jerry baker. fox news contributor. also editor at large. take a look at the latest polling out of gala. which was 41% of americans, this is an increase on previous year's view as america's number one threat. interestingly, this is not in the full-screen we have there but 5% of americans polled in the survey said they feel that the united states is actually america's own worst enemy. that's only a 36-point difference. that's shocking. >> may be someone to think that the enemy exists at home and we know that people don't feel that the united states is off track and many, when he waits. they think may be the institutions of america life that they've lost track in. maybe they think there is a problem there. but this is interesting because on the one hand, xi jinping eggs

in a bind here. on one hand he wants to control his economy peered he wants to do what communists always do witches have their control of the economy but he's also dealing with the situation that all communists find themselves in when they do that. his economy is weakening. we saw a chinese growth as it liberalize the economy. dramatic growth rates over the last 20 years but in the last couple of years, china has really slowed down especially under the centralized plan economy that xi jinping has put in place. he wants to loosen things up because he wants american investment, he wants american know-how, he wants american businesses to come in but he also wants to be in control of the economy. this is largely window dressing. american companies are strata lead decoupling from china. still an important market and american imports but over time this relationship is weakening, the in economic relationship is

weakening as the political relationship becomes more tense. >> gillian: we keep saying that xi's tone is softening around trade ties with the united states. it sounds like you are saying don't put a lot of stock in that. it doesn't mean anything. if you look at the policies underlying the rhetoric, it is not changing. >> that is exactly right. look at what is happening in hong kong peered hong kong is a perfect example. china when it took over hong kong from britain in 1997 promised to keep hong kong's capitalist free system going for 50 years. within 20 years it was already dismantling it. that is the control that the communists always expect to hand and that xi jinping particularly since he's been present for the last ten years what he demands. he would like to have as one of the factors that helped the chinese economy to grow was china was able to rely on so much american investment, know-how, finance, technology, other areas but he wants to have that but he wants to be able to control it and in the end

>> gillian: welcome back. florida's governor ron desantis now signing a bill cracking down on squatters in the state. a recent example of the havoc folks can wreak happen in a jacksonville home. you are looking at a shot of it there. the homeowner in this case claims that those squatters caused about $40,000 in damages. in a moment we will talk to a professional. a professional squatter remover who attended that bill signing in florida earlier this afternoon. first we go to dana who joins us out of south florida. dana maria, squatters there can now be arrested. is that right? >> that's right. this is all part of that new bill that got 100% bipartisan support. squatters in florida no longer have rights and for the first time could chase criminal charges.

we saw governor desantis protecting landlords in the sunshine shape. the new law cuts out lengthy court eviction process and allows law enforcement to arrest and remove squatters from a home if they can't produce a lease from a landlord or provide proof they are paying rent. >> you were not going to be able to commandeer somebody's private property and expect to get away with it. we are in the state of florida ending the squatter scam once of and for all. >> a homeowner injectable said she went through getting those squatters out of her home. they caused $40,000 of jan damages as well as physically assaulting her. >> bricks thrown at my car. they chased us with scissors. they threatened that they had the right to bear arms. they through human at us. they slammed me against the wall before this law.

you were at that signing. as you look at what is in this bill, do you see this as a blueprint and do you see this day for you as a bit of a victory? >> i think this is a positive thing. for hard working homeowners in florida, i think it's at the precedence for the states from coast-to-coast. i do believe that this is a positive step and as long as we can absolutely detail out the difference between squatting being criminal and tenant rights being civil, then i think it will make a difference and give the homeowners the balance and support that they deserve. >> bret: last thing quickly. if you have somebody that is watching today that maybe has a squatter and is losing their mind, what do you tell them? >> first thing, called law enforcement. it's dangerous. don't do anything yourself.
